La mise sur pied d’un projet de construction de maison neuve demande quelques dispositions, étant donné qu’il s’agit plus d’un projet de vie que d’une simple dépense de consommation. C’est autant valable qu’il s’agisse d’une maison contemporaine que d’une habitation secondaire. Le terrain à bâtir


Il s’agit sans doute de la première étape importante dans la visualisation de son projet de maison neuve, sachant que dans la majorité des cas on a déjà une idée sur l’habitat de ses rêves ou de ses ambitions. Trouver un terrain de construction fiable relève effectivement d’un travail de longue haleine, surtout quand on vise une architecture recherchée (une maison BBC, un habitat contemporain, une maison traditionnelle, etc.).


Pour ce faire, il existe deux options : trouver un terrain en lotissement au risque d’être limité en termes de design, ou faire l’effort d’acheter un terrain isolé, en prévoyant diverses dépenses pour sa viabilisation. Dans ce dernier cas, il est aussi indispensable de vérifier toutes les informations disponibles sur le bien, des données physiques aux données administratives (PLU, certificat d’urbanisme, etc.). Il faut également veiller à la praticité, autrement dit, la proximité des commerces, l’accessibilité des réseaux, etc.



Le budget et le financement


Après avoir mis la construction en plan théorique, on peut d’ores et déjà calculer les dépenses globales dans la réalisation du projet. En dehors de l’achat du terrain, le coût de la construction elle-même va occuper au moins la moitié des dépenses. On peut d’abord se référer aux prix indicatifs pour avoir une estimation globale, mais il est aussi possible de demander des devis directement à des constructeurs, de les comparer puis de faire ressortir une moyenne, par exemple.


Au coût net du projet va s’ajouter, éventuellement, celui du financement bancaire, souvent essentiel pour assurer l’aboutissement de la construction. L’on doit aussi penser à son éligibilité aux différentes aides (PTZ, crédits d’impôt, TVA réduites, etc.), de façon à minimiser les coûts, mais aussi de calculer les dépenses réelles.



Les détails administratifs


Outre les recherches sur les caractéristiques du terrain au sein des PLU et des cartes communales, une autre démarche est essentielle aussi bien dans l’acquisition du terrain que pour la pose de la première pierre. C’est l’obtention du permis de construire. Sans ce document en main, il est impossible de démarrer un projet de construction, et même certaines rénovations. Pour l’obtenir, il suffit d’en faire la demande par dépôt de dossier à la mairie.


Les délais d’obtention du permis sont de 2 mois, ou davantage si le terrain se trouve dans une zone spécifique (proximité d’un site historique par exemple). Les documents nécessaires sont de différentes sortes, entre autres, le plan de situation du terrain, le plan du terrain et de la maison, etc. Par ailleurs, en dehors du permis, il est aussi obligatoire d’avoir l’avis d’un architecte des Bâtiments de France.

Le choix entre l’auto construction et le constructeur           


En théorie, l’autoconstruction permet de réduire considérablement le coût de la construction. Cela peut être vrai si l’on a les talents d’un entrepreneur BTP ou d’un architecte et que l’on s’entoure d’une équipe chevronnée. Mais dans la plupart des cas, confier la tâche à un constructeur confirmé, ayant le savoir-faire et le moyen, permet de réduire les risques de malfaçons et, donc, de surcoûts ultérieurs. Engager un professionnel amène à la signature d’un contrat individuel, un atout juridique qui garantit la conformité de la construction avec un cahier des charges.



Le fait de devenir propriétaire de sa maison neuve


En tant que futur propriétaire et maître d’ouvrage, on a le devoir et le droit de faire des contrôles périodiques de l’avancée des travaux et des détails. Mais cela est également réglementé : visite à chaque appel de fonds, selon un calendrier établi par le constructeur ou dans le cadre d’une réunion de chantier. Au moment de la remise des clés, le propriétaire a le droit de se faire accompagner par un expert, pour identifier les moindres anomalies.
